  CHAIRMAN  JACKO brought  HJR  41 (INDIVIDUAL  FISHERY  QUOTA                 
  BLOCK PROPOSALS) before the committee  and opened the public                 
  hearing on the legislation.                                                  
                                                                               
  REPRESENTATIVE  BILL WILLIAMS,  prime  sponsor  of  HJR  11,                 
  stated that many  Alaskans have  expressed concern with  the                 
  IFQ share program  for the halibut and  sablefish fisheries,                 
  which was  recently approved  by the  North Pacific  Fishery                 
  Management Council.                                                          
                                                                               
                                                                               
  HJR 11 urges the North Pacific Fishery Management Council to                 
  address concerns by Alaskans by amending the IFQ program for                 
  the  halibut  and  sablefish fisheries  to  include  a block                 
  proposal system.                                                             
                                                                               
  Representative  Williams  noted  HJR  41  passed  the  House                 
  unanimously   and  he   urged   the  committee's   favorable                 
  consideration of the resolution.                                             
                                                                               
  SENATOR LITTLE commented  that she was in  favor of anything                 
  that  would  preserve  the  small  boat fishery  in  Alaska.                 
  CHAIRMAN JACKO agreed with Senator Little.                                   
                                                                               
  SENATOR RIEGER moved and asked unanimous consent that HJR 41                 
  be passed out of committee with  individual recommendations.                 
  Hearing no objection, it was so ordered.                                     
                                                                               
  SENATOR REIGER moved and asked unanimous consent that HJR 41                 
  be approved  for  calendaring  at  the  Chair's  discretion.
